Role Purpose

The HSE Officer is responsible for implementing and monitoring the company’s Health, Safety, and Environmental management system on construction projects in compliance with local regulations, client requirements, and international standards. The role ensures a safe workplace for all employees, subcontractors, and visitors while promoting a culture of continuous HSE improvement.

Key Responsibilities

  • Ensure full compliance with company and client HSE policies, procedures, and project-specific requirements.
  • Carry out daily site inspections to identify hazards, unsafe conditions, and unsafe acts; ensure corrective actions are implemented.
  • Conduct toolbox talks, safety inductions, and awareness sessions for employees and subcontractors.
  • Assist in the development and review of risk assessments (RA), method statements (MS), and permit-to-work (PTW) documentation.
  • Monitor high-risk activities such as working at height, lifting operations, hot works, and confined space entry.
  • Investigate incidents, near misses, and unsafe conditions, ensuring timely reporting, root cause analysis, and implementation of corrective/preventive measures.
  • Maintain records of HSE inspections, audits, incidents, and training for compliance and reporting purposes.
  • Support emergency preparedness, including fire drills, evacuation exercises, and first aid arrangements.
  • Liaise with project management, subcontractors, and regulatory authorities on HSE matters.
  • Promote a strong safety culture through positive engagement, coaching, and enforcement of safe systems of work.

Qualifications & Experience

  • NEBOSH International General Certificate (IGC) in Occupational Health and Safety (mandatory).
  • Bachelor’s degree in Engineering, Environmental Science, or a related field (preferred).
  • Minimum 3–5 years of HSE experience in the construction sector (Middle East/GCC experience preferred).
  • Knowledge of local HSE legislation, international standards (ISO 45001, ISO 14001), and client requirements.
  • Certification in First Aid, Fire Safety, Working at Height, or similar (advantageous).

Skills & Competencies

  • Strong knowledge of hazard identification and risk assessment.
  • Ability to influence, coach, and engage workers at all levels.
  • Excellent communication and reporting skills in English (Arabic is an advantage).
  • Computer literacy (MS Office; knowledge of HSE software tools a plus).
  • Problem-solving and incident investigation capability.
