- Responsible for providing support and operational advice to the Chief Operating Officer. Serve as a Strategic Partner; Administrative Expert; Change Agent and Patient Champion. Lead and direct Healthcare Operations Division and serve as a liaison between the Chief Operating Officer and the Business Entity Chief Operating Officers in meeting defined strategic, operational and service objectives.
Responsibilities
- Develop strategies for achieving business objectives with a particular focus on achieving Volume Growth, Access and Service KPIs
- Formulate and present strategic and business planning procedures, develop and maintain strategic planning guidelines to achieve these objectives
- Validate and present proposals to the SEHA Management team and external Stakeholders
- Support SEHA Senior Management initiatives and priorities to achieve targets and objectives and co-ordinating with the Business Entity management teams to ensure adherence to strategic objectives and plans
- Monitor the external environment (local and regional market, competitors, community needs and preferences, technology) and propose new service and operational initiatives to assure world-class service
- Promote strategies to properly meet new trends in the field of health care delivery as well as requirements of the GCC and other competitor healthcare organizations
- Develop and conduct routine and ad hoc studies as mandated by senior management
- Assist leadership in the field of planning when necessary and assigning subordinates to temporary projects
- Collaborate with Office Divisions when formulating initiatives relating to services and operations
- Analyze financial and performance data and produce reports to support business decision making at all levels in the organization
- Interface with all Business Entities to understand and specify their volume enhancement, customer service and physician productivity challenges and response
- Provide strategic and tactical oversight directed towards optimizing Business Entity service performance-notably outpatient departments (Emergency and Physician Clinics)
- Participate in the design, operation and improvement of Outpatient processes and systems that create and deliver more effective, efficient and patient-centered healthcare services at all of the Business Entities
- Address operational and clinical concerns that are advanced to the Chief Operating Officer
- Communicate and present operational performance objectives and achievement performance to Internal and External Stakeholders
- Provide support in operational activation and commissioning of new hospitals and clinics
- Serve as an operational resource and consultant in the design and planning of new facilities
- Advise on special projects as assigned by Office leadership
- Prepare and present materials to audiences as directed by the Chief Operating Officer
- Monitor the external environment for best practices and keeping abreast of market intelligence
- Communicate across the organization on trends and industry issues that may be relevant to objectives
- Manage a centralized portfolio of management reports for corporate office,
- Streamline and respond to requests for management information and reports
- Support internal projects and data requests
- Assist and liaise with Office divisions in completing monthly dashboard information requirements
- Coordinate with Medical Operations and Finance to prepare and review operational budgets and projections for feasibility studies and projects
- Complete Return on Investment (ROI) pro formas for new projects
- Assist in the completion and review of Operations Division Budgets
- Track and report critical outpatient Access-related performance measures; notably reducing “No-Shows” and enhancing Outpatient Clinic Physician productivity
- Identify areas for improvement based on performance results and to effectively support the growth and service strategies of SEHA and its facilities-according to an agreed-upon model, guidelines and targets consistent with HAAD and GSEC requirements
- Develop operating strategies and provide plans to pro-actively prepare for future demands based on current and past performance results
- Utilize knowledge-based tools and techniques such as LEAN/Six sigma and Project Management principles to provide significant, sustainable, transformational changes that alter practices and results in a more effective and efficient healthcare delivery
- Provide solution-based, cross-functional counseling to SEHA Business Entities that focus on continuos improvement initiatives that eliminate “non-value added” activites and improve measureable clinical and service outcomes
- Forecast future trends, needs and develop action plans which will enable the BEs to meet any predicted service situation
- Collect and disseminate relevant performance information, communicate performance progress, wait time and utilization of resources to various stakeholders at the Office and Business Entities
- Work in collaboration with the Customer Relations Director in identifying trends and concerns in the delivery and achievement of the highest customer service standards
- Identify key processes (value streams) that support the “core outpatient products”; such as the physician office visit and visit to the Emergency Department
- Address and enhance primary internal processes such as scheduling and throughput capacity
- Achieve deliverable of KPI performance, notably reducing wait time, increasing patient throughput and improving clinical staff efficiency facilitating the timely scheduling of patients
Plan and supervise the day to day activities of the section; streamlining processes wherever possible - Evaluate workload, conduct performance evaluation and initiate necessary disciplinary actions
- Understand the training requirements of the team and communicate the same for the benefit of the training department
- Provide on the job training and orient the team during course of work
Provide input and guidance on operational management related matters and on operational decisions impacting the Company and its facilities - Active Involvement in Operational Committees and Task Forces as appropriate
- Serve on committees, panels and task forces as required or requested
- Comply consistently with policies, procedures and practices and ensuring alignment with SEHA corporate policies
- Complete and maintain compliance with all regulations and guidelines
Maintain confidentiality with regards to any information exchanged or received in the current capacity of role in accordance with SEHA corporate policies - Assume the role of a brand ambassador for the SEHA and promoting a customer focused philosophy in dealing with any stakeholders
- Maintain positive and effective working relationships within the department/division and also with other departments/sections within SEHA
- Perform any other duties as may be assigned relevant to the basic responsibilities of the role
- Adher to requirements of the Occupational Health and safety guidelines and infection control guidelines
- Understand and adher to emergency preparedness plans/policies
- Recognize the necessity of continuously developing skills and acquiring additional knowledge appropriate to the position
- Dress appropriately to meet the expectations of the specific work area and in alignment with the Occupational Health and Safety policies
- Build key partnerships within the organization for pursuing client-centered, comprehensive, integrated systems of care
- Comply with any regulations related to mentoring, training, development of UAE nationals staff
Qualifications
- Bachelor’s degree or equivalent in Health Management, Finance, Business Administration or relevant field
- Master’s degree or equivalent in Health Management, Finance, Business Administration or relevant field
- 15-20 years of relevant experience of which minimum 5 years progressive leadership responsibility in a large organization
- Experience as a CEO or COO in a large healthcare facility preferred
- Proficiency in English language
- Strong analytical and problem-solving skills
- Ability to deal with multiple issues simultaneously (multitask) and move them all towards resolution
- Ability to meet goals and deadlines
- Good communication skills
