About The Role
We’re seeking a hands-on Senior HR Operations professional to lead day-to-day HR execution across sites and head office, ensuring compliance, service quality, and on-time delivery of all HR processes in a manpower-intensive construction environment.
Key Responsibilities
- Workforce Mobilization: End-to-end onboarding (offers, contracts, medical/EID, insurance), visas/work permits (MOHRE/ICP/GDRFA), and site deployment.
- Attendance & Payroll Inputs: Own biometric governance, timesheets, OT/allowances validation, and WPS-ready inputs with zero-defect targets.
- Employee Relations & Discipline: Guide supervisors on warnings, investigations, and due process; manage grievances and exits.
- Accommodation & Transport: Coordinate housing allocation, inspections, and transport rosters for new joiners/site moves.
- Compliance & Reporting: Maintain trackers (visas, IDs, expiries, leaves); publish weekly HR dashboards and site compliance scores.
- Policy & Process: Implement HR SOPs, ensure consistent documentation (HRIS, personnel files), and drive continuous improvement.
- Vendor/Stakeholder Management: Liaise with PRO, clinics, insurance, accommodation providers, and site management.
- Audits & Risk: Prepare evidence packs for internal/external audits; close CAPA actions on time.
KPIs (indicative)
- Onboarding TAT; visa cycle time; biometric compliance %; payroll input accuracy; SLA adherence; audit non-conformities closed on time.
Qualifications
- 6–8+ years HR operations in construction/contracting or manpower-heavy industries in the UAE.
- Solid knowledge of UAE Labour Law, MOHRE/ICP, WPS processes.
- HRIS proficiency; strong Excel (VLOOKUP, pivot tables); solid documentation discipline.
- Excellent written & verbal English; Arabic or other languages a plus.
- Strong stakeholder management, urgency, and problem-solving; valid UAE driving license is an advantage.
- Bachelor’s degree in HR/Business or related field.
