Head of Digital Operations

Westlakes Recruit is currently recruiting for a Head of Digital Operations (NEOM Site-Based) to support the NEOM The Line project on a permanent basis in KSA.

Role Purpose
• The Head of Digital Operations serves as a deputy to the Director of Digital Systems, providing leadership in digital delivery across (Senior) BIM and GIS managers. This role ensures that all design and engineering consultants, including cost management and other specialists, adhere to the Employer Information Requirements (EIRs) and other mandatory digital requirements for Phase 1 districts and Marina of THE LINE.
• This position is pivotal in implementing, integrating, and optimizing the digital frameworks, tools, and systems needed for the project’s lifecycle. Based on-site in KSA, the ideal candidate will bring extensive experience in the Architecture, Engineering, and Construction (AEC) industry, leading multidisciplinary digital teams and ensuring the highest standards of innovation, efficiency, and compliance.

Core Responsibilities

Digital Strategy & Execution
• Develop and execute a comprehensive digital operations strategy aligned with project goals.
• Integrate advanced technologies, including IoT, AI, BIM, GIS, and cloud computing, into the project delivery process.

Leadership & Team Management
• Lead and manage digital operations teams both in-Kingdom (IK) and out-of-Kingdom (OOK).
• Allocate resources efficiently, foster team skill development, and ensure high-performance delivery.
• Promote collaboration with other departments, such as engineering, procurement, and construction.

Technology Implementation & Integration
• Oversee deployment of digital platforms, tools, and systems, including the Common Data Environment (CDE), such as ACC, Revizto, and project management software.
• Ensure seamless integration of project data into digital twin technologies for operational use.

Data Management & Analytics
• Develop strategies for real-time project performance visibility and data-driven decision-making.
• Oversee the collection, storage, and analysis of project-related data to support predictive analytics and risk mitigation.

Stakeholder Collaboration
• Work closely with internal teams, external partners, contractors, and NEOM entities to align digital operations with broader objectives.
• Facilitate clear and consistent communication to ensure stakeholder alignment on digital deliverables.

Cybersecurity & Compliance
• Ensure adherence to cybersecurity, data protection, and regulatory compliance standards.
• Develop and implement protocols to monitor and address digital security threats.

Innovation & Continuous Improvement
• Identify and implement emerging technologies to enhance efficiency and project outcomes.
• Drive continuous improvement to keep operations agile, cost-effective, and future-ready.

Project Delivery & Performance Monitoring
• Monitor digital project performance, ensuring milestones are met on time and within budget.
• Report key performance indicators (KPIs) to senior leadership and provide actionable insights.

Vendor & Contract Management
• Manage relationships with digital technology vendors to ensure timely delivery of products and services.
• Negotiate contracts and service-level agreements (SLAs) aligned with project timelines.

• Minimum of 15 years in the AEC industry, with a proven record of delivering major programs involving design technology implementation.

Leadership:
• Strong capability in leading and mentoring BIM and GIS teams.

Digital Expertise:
• Deep knowledge of BIM, GIS, IoT, AI, and cloud technologies.
• Proficiency in project management software, ERP systems, and digital platforms.
• Familiarity with AEC software such as Autodesk, ESRI, and Bentley.
• Compliance & Security: Experience in cybersecurity protocols, data management best practices, and ISO 19650 standards.
• Project Management: Expertise in managing large engineering work packages, budgets, schedules, and deliverables.
• Cultural Adaptability: High awareness of Middle Eastern business environments.

Essential:
• Bachelor's degree in Architecture, Engineering, Construction, or a related field.
• 15 years of experience

Desirable:
• Master’s degree in a relevant discipline.
• Professional certifications such as PMP, ITIL, or BIM certification.

Salary:
SAR 40,000 to 46,267 per month inclusive of fixed allowances.
